MICS 7.0 with Flash 4 2.0

I have a flash 4 that is not working properly in night mode. I am pretty sure this is a carrier problem, but
 
the carrier naturally says the line tests good.
Here is the scenario, When system is put in night mode line 1 will not answer at all lines 2,3,4 do answer after 1 ring
If you call from line 1 into system line 2 picks up in night mode as it should. All lines are answered after 4 rings in
day mode as it should. I have changed the flash unit and tested the old unit and it works fine on my test switch.
I have changed line ports on the switch and the problem follows line 1.
Don't know what I could be missing, but it seems to me it is a problem with the carrier.
Any help appreciated.
 
Put a meter on line 1 and see if you're getting the correct ring voltage on the line.
 
Check Service Modes on the KSU programming and that the DN of vmail is included for Line 1

If line 1 is answered correctly in Normal mode after 4 rings, then it's not a carrier issue. There is something in your MICS Ringing Service that is incorrect.

Make sure Line 1 has the correct control set.

Thanks for the replies, I forgot to mention this system was working fine with no
program changes up until about two weeks ago when line 1 stopped being answered in night mode. All lines were answering as they should in both day and night modes until then.
