MICS 7.0 - 911 programming

Someone, once upon a time, reset the Pri pool outdial digit from 9 to 8 because the customer was making accidental 91 calls.
I was asked to program system to allow 911 without the 8 prefix to comply with current laws.

Help. I have not worked on a MICS since DR5, and I am clueless where to start.
