MICS 6.1 QUESTION

HELLO,
I have a reception set problem that is kinda odd,
when the reception is on a call and another call comes in she unable to transfer the first call. she has to put it on park and then she can pick up the next call.
my question is why can't she transfer the call when the other line rings in.

the actual transfer process uses the second intercom key (you don't see it but it needs a free intercom key) to help the receptionist try increasing the number of intercom keys to 3 or 4.
