MICS 4.0 AND T1 HELP!

I, HAVE A MICS W/ T1 CARD CONFIG:
LINE: E&M
FRAMING: ESF
SIGNALING: 8ZBS
PUSE TYPE: DTMF
ANI: YES
DNIS: YES
T1-TWO WAY-INBOUND AND OUTBOUND
THE INCOMING IS FOR 1800 NUMBERS ONLY

ALL OF THIS MATCH THE CARRIER, AND I CAN DO INCOMING AND OUTGOING CALLS, BUT THE PROBLEM IS WHEN CALLERS DIAL ANY OF
THE 1800 NUMBERS THEY CAN'T HEAR RING BACK ON ANY OF THE CHANELS, THE CARRIER SAID, THAT THEY CAN'T PROVIDE RING BACK ON THE CHANELS. THERE IS A WAY ON THIS MICS 4.0 TO PROGRAM RING BACK ON CHANELS OR IS NOT?, SOME ONE TOLD ME THAT THE NORSTAR DOESN'T HAVE IT, CAN SOME ONE HELP ME.

CARRIERS ARE PROGRAMMED TO SAY THAT FROM THE DAY THEY GET HIRED TO THE DAY THEY RETIRE AND ANYTHING ELSE THAT WOULD POINT THE CAUSE OF THE PROBLEM AWAY FROM THEM !! WHOEVER TOLD YOU THE NORSTAR DOESN'T PROVIDE RINGBACK IS CORRECT.
 
Find a new carrier. It is the carrier's CO switch's responsibility to provide ringback. Ask them if they provide busy tones?

I hate telcos.
