Micrsosoft Ecel 2013: Charts & Conditional Format Icon Set?

Is there a way to include Microsoft Excel's conditional formatting icon set inside a chart -- as either part of the data label or attached to chart as part of the data table (or other solution)?

I've not had success in doing so using Excel features on the ribbon. The closest I've come is an article that shows one how to create a your own icon set using Excel's 'Insert >> Object' and then how to include those objects as part of the chart's data table.

You could consider using a separate series for each CF.

However, without a working example, pretty hard to imagine what you're looking at.

See updated file, Sheet2 and 'Chart 2' starting in row 29. I've added some clarity. Bars in chart must represent 'Actual' column. My wish is to add icon symbol to the data label.

Or, as a 2nd choice, the icon symbol could be added to data table. The reason my preference is to add to data label is that it would hopefully save space.

The process:
[tt]
1) SELECT the cell containing the first CF Traffic Light Icon
2) Hit the Camera Icon
3) Move mouse to empty cell
4) COPY the Camera Picture
5) Select anywhere in the Chart Area
6) PASTE
7) Immediately select in the Formula Bar, type = and then Select the First CF Traffic Light cell.
8) MOVE the Camera Picture to the appropriate location.
9) Repeat steps 4) to 8) for the next three CFs.

Finally, delete the Camera Picture in your sheet that you've been copying from.
