Microsoft.Vsa.tlb does not exist

We installed .NET when it first came out and have since installed the 2 service packs. We finally have a customer that wants to use ASP.NET and it does not work.

The error log shows "The resource 'C:\WINNT\Microsoft.NET\Framework\v1.0.3705\Microsoft.Vsa.tlb' does not exist."

It appears that this is an ACL issue and I gave RWX permisions on the installation directory to the IUSR and ASPNETuser. Did not help.

Does anyone have any suggestions?

I found that link in an earlier search and checked out the responses. What was posted was not relevant to our situation except the permissions issue at the end. I'm looking for the right combo before I apply anything, it is on a production machine and I do not want to give too loose of a permission scheme to the directories. Thanxz.
 
You also need to give those permissions to the aspnet_temp directory at:

x:\winnt\Microsoft.NET\Framework\xx.xx.xx\Temporary ASP.NET Files

And he'll also need permissions on your folder where the application is going to sit.
