Microsoft Publisher messing with Outlook express

Hey, this is one of the wierdest things I have ever come across. On my parents computer when ever she trys to send a email Microsoft publisher setup pops up and says it needs to install stuff. This is in Outlook Express! Also to make it even stranger, When ever the setup pops up It's in French then switches to a english screen. It's just the one for installing certain components. I have No Idea how it started. This is for Publisher XP. Any suggestions on what to do? Win 98, on old Dell 333.
 
What exactly happens?
Does she have Outlook open...create mail...and then try to send and Publisher comes up to install?
It could be a file association error...

More details please?

Oh, sure. After you create mail. click on send and the window pops up where sending. Right after that starts, it starts pops up and wants to install something for Publisher? I have No Idea what the file is other than it's it's looking for a setup file on the cd. and it's in French?!
 
that's the problem, I would do that in a instant...but I dont have the publisher cd...left it at my apt... She uses it for everything so Kinda out of luck on that. Thanks Though. Any other suggestions?
 
haha, I fixed my problem. I feel Like a Idiot now. but anyways what happened was that some how The language settings got changed in Outlook...Word...Publisher. Not sure how though, could a virus or something freaky do that? Thanks for helping me fix my problem!
 
It is quite an easy setting to modify.
If you are concerned though, you should always have an up to date antivirus scanner to check files.
If you need an online scanner because you dont have one let me know and I will post the URL.
