Microsoft .NET Framework 2.0 Configuration tool

Does anyone know how I can get the Microsoft .NET Framework 2.0 Configuration tool. This is found in the Administrative tools, assuming the .NET 2.0 framework is installed.

However, I had someone download the .NET 2.0 framework to their PC and this still didn't appear. Instead they still have Microsoft .NET Framework 1.1 Configuration.
