I've noticed that on my computer there is no Microsoft Management Console installed though IIS is successfully installed as my scripts are running in localhost.
Any ideas as to why?

When I run
C:\Windows\system32\inetsrv\iis.msc I get the following

"Snap-in failed to initialize
Name:<unknown>
CLSID:{A828....}"

Then when I click the ok button I get

MMC coming up with an error
"Snap In created failed"

Any Ideas what's happening or how I can rectify it?

Try this:

Run -> MMC
File -> Add/Remove Snap-In
Add IIS snap-in.
Expand tree.

If it works, save .msc file for later use. If not, then ... Houston we have a problem.

If that doesn't work, just repost here and I am sure someone would be happy to send you a copy.

Still doesnt work. anyone got a copy they can send to michael@wall1616.freeserve.co.uk

I sent you a copy of mine, but it is for IIS6, so not sure if it will work for you or not. But try it out.
