Microsoft Ad Rotator Problem

I'm using the built in Microsoft Ad Rotator script. It works fine for most urls, but any including an & or % do not work. It removes them from the url. This is the one of the url's that does not work:

http://www.commission-junction.com/...ge.las.LAS?display?plans/index.dsht+origin=10
