Microsoft Access can't be started

We have Access XP and Access 97 running on Windows 2000 Professional PCs. After installing Access XP, we renamed hatten.ttf to hatten.xxx before installing Access97. Users have been running Access97 fine for quite a while. We now are introducing Access XP as we try to convert some of the databases and need users to use both xp and 97. Users can open xp just fine, but when trying to open a 97 after get the following error:

Microsoft Access can't be started. Microsoft Access was unable to initialize the Windows Registry.

Logging on as Administrator to these workstations allows us to open both 97 and XP fine. Logging on as Domain Users gives us the error. I have assigned full permissions to all the Software\microsoft\access registry keys to Users and to the following folders: Program Files\Microsoft 97, winnt\system32, All Users\Application Data.

I am thinking this must be a permissions issue since we do not get the error as administrator. Does anyone have any ideas how to fix this problem for our Domain Users?

Today, after upgrading a computer to Access 2003, I received the same error that "Microsoft Access can't be started". To resolve the issue, I signed on to the computer as Administrator and gave Users Modify permission to the C drive. I also added the user to the Power User group. These actions resolved the error. I believe giving the user Modify permission was the key. Hope this information is helpful.
