How can I get micros to recognize changes made to an isl file? The only way I found so far was to completely shutdown the database and reload.

Micros... what? I'll speak to 9700 because it's what I know.
If the terminal is a Winstation, it runs whatever the server has. Reboot the terminal, your changes should be available. If it's a SAR, save your changes in the appropriate places, then bounce the CAL service to tell the SAR you've made a change.
