Will changes to that MGC card like (codec and payload) cause service interruption ?

Yes. You must reboot the card after changing those values in element manager.

Where do I find card properties this is cs5.0

In Element Manager under System->IP Network->Media Gateways

Click on the Media Gateway Loop & Shelf, on next page, click next.

This should bring you to the IPMG x y Media Gateway Controller (MGC) Configuration screen.

I'm not sure you have to reboot if you are just changing pay loads.
