Messenger service for Win98

I currently have a network consisting of 1 XP worstation, 1 2000 server, and 4 '98se workstations. Everytime I send a broadcast message from the 2000 server, only the XP machine receives the Messenger popup. How can I activate/start the messenger service on windows 98 so all the workstations will receive the status message I send from the server?

I'v looked at a few pages that tell how to disable the messenger service and they quote that "Messenger cannont be turned off on windows 98". So if this is true, then its on? Whats the command to use it? Ideas anyone?
 
I believe you need "winpopup" running on the win9x boxes.. either that, or I misundertood the issue...

As realm174 said, winpopup is *the* tool for 9x machines.
(c:\windows\winpopup.exe or just "winpopup" from the run command.)
You have a multi-line textbox to type your messages, and the program receives all messages in one box, instead of NT-based OS's that display the message as a sometimes annoying "alert" box, in the middle of the screen.

The only thing about winpopup is that it's always in the taskbar, but this can be changed using a "taskbar to tray" program like IconCorral (it's free). Just search google for it or try:
