Is there a way to reduce the frequency with which Exchanges sends mail to the clients? We are looking at ways to reduce traffic over our WAN.

Exchange doesn't send mail to the clients. If you are running Exchange properly, the client is looking at mail on the server. If you are running PST files then you have a client side option to check for mail every x minutes.
