Message Exceeds Fixed Maximum Message Size

I am trying to figure out why I am recieving this message. 552 4.3.1 Message Exceeds Fixed Maximum Message Size, when I try to send a 1.6MB file.

I have looked at the Exchange Server Administrator, under the Internet Mail Service and the limits are set to No Limit.

I have checked the recipients and they are all set to No Limits.

Any suggestions on where else to look?

Just to let you know I have 2 Exchange 5.5 Servers, one is set for Internal Mail only and the other is set to External Mail only, they are on 2 seperate servers.

It's possible to set limits on the MTA too.

Any 3rd party SMTP servers? McAfee's WebShield has this function as well.

I checked the MTA limits as well and they are set to No Limit. I have EMP5.5 as an incoming mail SPAM Filter but no other SMTP Servers.
