Maybe start a new thread fjwhite. but you want to look at shortcodes under the users you want to restrict, not the ars.

If you have a user shortcode you can bypass it
Example
system shortcode
0N
Dial
N
ARS 50
And a user shortcode with:
N
busy
Then you have a problem
When that user dials 0 and wait then he will get secondairy dialtone because there is no match !!!
So you need to create all kind of ARS entries for everything you want to block and give the users a user shortcode that leads to that ARS

seems we all have the same problem with customers last minute decision to make a holiday greeting and change the hours of operation.
Together we are screwed or whatever the saying is
two more hours then hopefully no "emergency calls" to change a greeting.
