Went to a customer site and they needed a password reset. I dialed vm number and entered 9997 for mailbox and put in the 6 digit default password. It came back and said system administrator. When I go to option 9 for system admin it asks for another password. I don't remember it doing that before. I tried to enter the same 6 digit password and it came back login incorrect. Is this second password something that the customer might have changed and if so how can I change it?

The 2nd (and the 1st for that matter) are set on the initial login to the mailbox, just like a user sets their own password then they first log into their passwords.

Now installers weren't very creative, so try the original 1st password backwords and see if that lets you into programming. Worst case, there is a way to erase both admin passwords while on site, and then set them to known values.
 
Thanks for the info. I'll try the password backwards on Monday. Is it possible to lock the second password with too many wrong attempts? I thought I heard the vm say something about too many wrong attempts and it was going to notify the system admin.

It won't actually lock it, but the next time you log into 9997, you will have a message waiting to tell you about too many login attempts - you can turn that notification off in system security settings.
 
In Los Angeles,it was common for the 2nd password to be advanced by 1-digit if the backward digits aren't recognized.Good Luck
