Merlin Magix Processor Swap

I have a Merlin Magix CKE5 release 4.0 v7.0 processor board that was acting up. At random times during the day it would just reboot. I replaced the chassis and power supply first, and the reboot problem remained, so I bought a refurbished processor to swap it with. I did a backup using winspm of the old board. Defaulted to Factory the new Board and loaded the backed up config. The new processor fails to cold boot unless the INA 100 card is removed. Is there something special I have to do when swapping with an INA 100 board? All, the cards are in the same slots. Looking at the system inventory on the Old processor it show 100R-U with the processor present on the new board it show 100R but with out the processor present because it won't boot with it in there.

Any Ideas?
 
The board renumber did the trick and allowed the new processor to boot, I did a renumber again with the INA 100 in and rebooted again.

The new processor is now programmable and connects to WinSPM with all the cards in the chassis but I was unable to get the INA100 to come up. The settings all seem to be there but when I check the Status of the 805 (the first Pri line) it is Maintenance busy and restore doesn't clear it.

I had the phones done for two long at this point and had to swap back to the old processor that reboots every 3-4 hours.

Should I try restoring the config file again to the new processor now that I have done the renumber?

New and Old Process are the exact same CKE5 Release 4.0 Version 7.0. The boards physicaly are the exact same with the exception of the new board has 2 dip switches on it, but from what I read those should both be set to open to allow software programming of PBX versus Key Mode. The other wierd thing is there are like 5 jumper caps. The new board is exacly opisite in the jumper placement with the exception of the Reset to Default Jumpers. I looked but was not able to fins a manual that explaned what the jumper setting were for. I have tried the board in both the way it was shipped to me and matching the old board but didn't seem to make any difference.
