Merlin legend won't pick up an in progress call

I'm having trouble with a merlin legend r7. None of the extensions will pick up an active line similar to how privacy works but it isn't turned on. This is a new issue. Your help is much appreciated.

If the lines are in a POOL they must be transferred or part of a conference call for other people to get that line.

Thanks merlinman. Sorry i didnt reply sooner but i was on vacation. The system is in key mode and there are no pools. The programming didn't change when this began. The basic telephone would never pick up an in progress call but now all the phones are acting as though privacy is on when it is not.

Did you try dialing Feature *31 at a couple of phones and see if you can barge into each other's calls? It could have been accidentally activated by the users by dialing #31 on an Intercom button. Do a print of some extensions and see what features may be enabled.
