Merlin Legend with PRI

I have a customer with a Merlin Legend R7. The problem is dialing 1 particular fax number. I can dial the number from an MLX set but when I dial it from an analog set I get a message saying my call cannot go through. CBeyond is saying that I am sending out 3.1K on the analogs and "voice" on the digital sets. They are saying the other carrier for the fax machine is rejecting the 3.1K. Any ideas on how to get the analog to send out something other than 3.1K?
 
Is this an internal fax machine - or an off-site fax machine you are trying to call??

External. I had a friend try to call it from his S8300 with at&t service and he can't call it either. So it appears to be a problem with the carrier on the receiving end.

1. Carrier on the receiving end is using IP or other packet switched technology with voice compression.

2. Carrier on YOUR end is using IP or other packet switched technology with voice compression.

3. Receiving fax machine is broken.

4. It is a foreign ISDN-based fax machine which is looking for 3.1K audio as part of the standard call setup message (common in Japan). Read more at
Unless you've somehow got analog stations routing calls over different trunks (which you could do by using ARS restrictions), then there is no distinction between calls made from an analog station and calls made from an MLX set...the identical trunks will be seized.
