The limit is 3 T1 Modules in at least 2 carriers.
Also, the system is limited to a total of 80 Trunk Ports.
For example, if you have 4 408 Modules, and 3 T1 Modules, then the system would exceed the 80 Trunk Port Limit.
(12 + 72 = 84)
If such a configuration is used, the last 408 Module must be AFTER the last T1 Module.
