Merlin Legend - Outgoing pool fast busy when 1 peron using it?

Inherited a Merlin Legend and am trying my best to learn the existing programming. Switch set up for Hybrid/PBX and has about 20 incoming POTS lines as trunks, split up into two pools 890 and 891 with 10 lines each pool. I read the Avaya docs and many posts on this forum and figured out how to remove dead lines from the pools (deleting the trunk from the pool). Weird thing is after I "cleaned" it up, when one person is using a line in pool 890, others get a fast busy tone as soon as they pick up and push the button to access the pool in order to make an outgoing call, so that pool of 10 lines basically acts as one only? The other pool doesn't have this issue. I can't figure out where in the printouts to look to see why this is occurring? There are no restrictions as far as I can see. No errors in log either. Should I just get rid of pool 890 altogether and have all lines and extensions on one pool? Not sure why there are two pools to begin with.

Also when I do a printout of the extensions on the MLX-10DSes most are using, I see the buttons for the pools listed, but not really sure how to program that into the phone since I don't see "Pool 890" in the list? Also how do I make the phone default to a button (pool)?

When you cleaned up the lines, did you only leave one line in pool 890?

Go to Lines and Trunks, Pools, 890, Enter, Entry Mode, Inspect, and you will see the line numbers of all the lines in the pool.

I've only seen what you describe (2 different pools buttons on sets) when a customer had two different companies, and needed folks to be able to dial out on ABC company lines, or XYZ company lines.

If that is not a concern, I would print the ARS tables, figure out which pools are used for outgoing calls, and put ALL the working lines into that pool. Then users would just press 9 and the number to make outgoing calls.

But, if you still need to put a pool button on a phone, you need to assign just ONE of the lines that is in the specific pool, and you will get the pool button. Remember that that a line or pool will be assigned to the "next available" button, so it may or may not appear where you are expecting it, and may need to program on some "placeholder" lines, assign the line you really want, and then remove the placeholders.
 
Hi Tommy, thanks for the help. Both pools have 10 lines each after the clean up, that's the confusing part.
There are other buttons on the phones that when pushed give a different frequency dial tone where the extension numbers can then be dialed directly. Can't remember what they show up on the print out as since I'm at home right now. To get an outside line they push a button for one of the pools and get a regular dial tone. I'm a little leery of reprogramming 60 phones, and even more humans :p so hopefully I can resolve the fast busy issue. The Legend is running v4.2 rel 6 I believe If that is a factor. Thanks!
 
TTT's advice to "PRINT THE ARS" is spot on.

A great deal of the trouble shooting on this system is to figure out how the programming is done, and usually the best way to do that is to PRINT Something.

It doesn't have to go to a PRINTER, just to a file.

Then you can look it over and determine what you need to do next. (Usually)

Thanks Merlinman. Did a print out of the ARS, ARS is enabled but only pool 70 shows up in all the tables? But no trunks are assigned to pool 70. Now I'm even more confused?

What's also weird is, only one number is publicized to the outside world, the other phone numbers are in a hunt group provided by the telco. Nobody has direct outside phone numbers as our secretary answers the phone and does an extension transfer. I'm not sure how they only ring at that one secretary's phone either, extension 110 below, that's confusing too. If I call a non-publicized number in the hunt group it goes to the secretary, so basically all incoming lines are only ringing at the secretary's desk (and the operator phone, an MLX-20D next to the switch)

So here's snips from the printout, including trunk pools, ars, and extensions 110 (secretary), 226 (operator) and 223 which is a user phone which, like all others, experiences the fast busy when pool 890 is selected and someone is already talking on that pool. The "SysAcc" buttons give you that alternate dial tone and allow you to dial extensions. As far as I can tell the audix voicemail computer croaked a while ago...

I think you should put at least some lines in the 70 pool. I would recommend the last few of the incoming hunt.

I would also put some in the 890 pool (the Middle ones of the hunt) and then the first ones of the hunt should go into the 891 pool.

Then, change your ARS to select 70 first, and then 890 second with 891 as the last one.

This will help prevent "GLARE", and provide a path for 911 calls also.

Based on the printout, do you have any ideas about why 890 pool only allows one call at a time? Or, why any incoming call on a trunk, even if not on the hunt group (there are lines I found not in the hunt group) automatically goes to extension 110?

Hmm that's a good point about 911, I wonder if it even works now. I think if you hit a pool button and got an outside dialtone and dialed 911 it would work? But they're probably not too worried about that, because the building belongs to a police force :)
 
Looking at everything, no, I don't know why you can only do 1 at a time with the 890 pool.

Most likely this was set up the way it was for some type of least call routing or something, but I'd bet they can use any line for any call now.

So mm - with no ars routing why wouldn't you just put everything in the 70 pool and eliminate 890 and 891? Also - if there is only an 890 and 891, shouldn't you be able to access one of them by dialing 9 off a system access button? If that is true, I would test the pool by dialing 9 when one person is on the line and see if you get out that way. Or - look at the button when one person is on the phone (the 890I pool button) and if it isn't green then you know trunks are available and something else is the issue. Although I can't think of anything else in programming that would cause a pool to act busy when it isn't.
 
My reasoning lies in the make up of the lines themselves.

There is no PRI, therefore I think it would be best to attempt to control glare by splitting the lines into 3 pools.

Of course, I don't know the history of this client in regards to glare, but a lot of that "splitting" has already been done.

When someone is on that pool, the button is indeed green, and pushing it gives you fast busy immediately, 9 will not open up a line after the fast busy, or on a system access line. I'm thinking that's because pressing 9 gets you pool 70, which has no lines now, right?

I had an idea, would just getting rid of 890 and putting all lines in 891 work? That would render the 890 button useless on all the lines but I think they could live with that and just retrain themselves to use 891 for everything, assuming more than one person can use 891 up until the number of trunks, it should work, right?

Still don't understand how all incoming calls only go to the secretary and don't ring on other phones?

I would put them all in one pool. With regard to your question about why the phones ring at the main ext only, that is the way the system is set up in default mode (oversimplification but basically true.) If you want more than one phone to ring, on the backup phones program a button for primary coverage, either immediate or delayed ring. You can have up to 8 cover phones for the main one. The programming can be done for this either from WIN SPM or from the individual phones themselves.
