Merlin Legend International forwarding

Hoping for some guidance and thanks in advance everyone!

I'm running into an issue that may be with our Merlin Legend or with a cell company (AT&T).

People are unable to reach someone who has forwarding set up to forward to their cell phone but who is also currently traveling outside the U.S with that cell phone. I have forwarding setup the normal way and have confirmed that it works by forwarding the extension to a local number, a long distance number, and even forwarding to an international number.

Right now it's setup to forward to the person's cell phone but users are getting a fast busy when they call his extension. If they call his cell phone directly (not touching our system), it reaches him in Japan. Could there be something I'm missing at least with the Merlin??
 
I'm not sure what the answer is, but a few questions for clarification:

What happens when you use the Legend to dial the cell phone number(s) directly?

Is the call going out over POTs, inband T1 or ISDN (PRI)?

If it ain't broke, I haven't fixed it yet.
 
Forgot to try that yesterday :p. Sure enough, when I call the person's cell phone directly on the legend, I get the same fast busy, so forwarding doesn't seem to be the problem. Calls should be going out over PRI.

The person has since stated that he thinks people were getting the same fast busy when calls were forwarded when he was back in the U.S. Can't test that just yet, but that would seem that for whatever reason whenever a call to his cell touches our system, it doesn't work.

Happy to post any printouts from our system...thanks again!
 
Sorry for the double post, wasn't sure if I could edit one. I've also tried calling other numbers with the same area code and prefix as the person's cell phone and they go through on our phone system.

Could there be a time issue that is causing the fast busy? Thinking that it might somehow take too long to make the call as its a local call but yet the person is in Japan (since calls from other devices take a while before you hear something). That wouldn't explain why it wouldn't work from our system when he is in the U.S., but again not sure if that is 100% true or not.

 
I would have your service provider trap messages on the "D" channel to see what data is being sent and why it the calls are being rejected.

If it ain't broke, I haven't fixed it yet.
