Is there a way to copy all the features on one set to another identical type set. Like extension 503 to ext 513.

you can copy lines via extensions-line copy. You can copy button features via cntrl prog-copy extension. Coverage buttons will not copy, but standard features will copy over.

fyi, the ext/line copy will copy the lines but the new ext will default for those lines to ring even if they weren't set to ring on ext you copied. still have to go into cntr prog of new ext and turn line ringing off if desired.
