Meridian Mail rls 11 silence when answered

I have a Opt11 rls23 and Mer Mail rls 11
System crashed and replaced Disk and processor card. reloaded rls 11.
now get silence on all 8 ports.
error codes during boot up
61-16 test failed
41-37 state faulty RunOOService diagnostics
each of the voice cards come up in faulty state. OOS diagnostics test pass and able to enable cards
still get silence
Replaced voice cards and front back plane. same problem
I got another disk and processor card and was going to reinstall
Is this the way I should be thinking or is there any thing else I could check first?

Sounds like you may have mismatch in TN between the switch and the mail, make sure that your mail corresponse to switch

I did see the 7000 default and SCN default mismatch. Changed them to match the PBX, same problem. If that was a mismatch, not sure why voice cards would come up as faulty.

Am I correct in thinking the Channel Allocation Table ACD Queue and SCN 4-1,4-2 ect 5,6and 7 to the PBX 10-0 thru 10-3 and 10-8 thru 10-11? or is there any where else to match up?

I had a problem like yuo are having evething was up could access merdian mail you could see the id of virtual vociemail agent when answered but had no audio path. The problem ended up being the ssc card which shares a common port thru the backplane
