Meridian Mail issue: need help with an information line

I have been asked by my employer to setup an information line on our pbx. The line is an information line that all employees can call to verify plant operations for the day. I have the number implemented and the message recorded; however, I have the issue of the mailbox filling up and using all the available memory on the meridian mail.

How can I setup a recorded message that allows the administrator of the message line to change it whenever needed but not allow the callers to leave a message? Please answer or direct me to the proper terms to search for threads that are already created on this topic.

There should be an option in the mailbox to block incoming messages.
 
If blocking don't work then just build it as an Anouncement and not as a Mailbox.
