I've noticed that a lot of people have trouble with menus that seem to work fine in the fireworks preview but break once they are exported to HTML and embedded in pages.
Whatever the reason may be, there are also several different solutions to this problem, from what i gathered; i decided to summarize the following points:
1) give the HTML file to export to, a different name.
2) When you export, select extensions of the files that fireworks generates automatically for you from the options available. You need to change actually change the default extensions. this will create a fresh set of images and will not just overwrite previous images.
3) Make sure you are including the javascript file that is generated automatically in your page.
4) Be patient enuf to try out all the options, remember especially that its not easy to get it right the first time. what i mean to say is that, its something that can be overcome by repeating some steps.
