Member of Permission in AD

I am trying to accomplish what should be a simple task of granting permission to a non-admin the ability to add users to any group. I have struck out many time over in granting permissions for this user in AD. I have set every read/write permission under the OU's that seems relevant to the "Member Of" tab.

Does anyone know how I can grant this user permission to do so?

Right click on the OU and use the Delegation of Control Wizard.

I have done already done that. Did not make a difference. Any other ideas.
