Not quite, I got a quote from a vender for a 24 port digital card TN2224CP and TN2224CP RSH. The price for the RSH was much more higher. So, I wanted to know what RSH means and why is it different i.e. more expensive.

You have it written down incorrectly, or the vendor is just ignorant. It is "RoHS" which is a Eurpoean manufacturing standard designed to reduce 5 specific toxic elements in the manufacture of electronics.
Eventually, all electronics will conform to this, as standards tend to cross the ocean, and no one wants to be seen as "green unfriendly" these days.
It is "RoHS", bot "RSH", there is no such thing as RSH.
