ME on HP laptop won't shut down, etc 1

I am trying to help a friend long-distance to fix her PC. She has ME on a HP laptop and it won't shut down properly and the power stays on even after removing the battery for about 15 seconds.

I was at her house and upgraded to IE6/OE6. Everything was working while I was there. She has cable internet. Could there be something with the cable? Could she have hit some key that put the PC into some mode?

Any help will be greatly appreciated.
 
go to run, start, select run in the white box type msconfig.
select the start-up tab, uncheck all of the power profiles.
Now reboot, when the computer starts to come up hit F1
go into the BIOS and change the power sitting to where the
computer will power down.
 
if it does not show the "you can turn off..." it might be a TCP/IP problem... try unconnecting it from Microsoft Client...
if it does show the message, it might be what MrFixIt told you
 
Use System Restore to roll your computer back to a date to before when your computer worked right. Before the error(s) started occuring.

To start System Restore, click Start, point to Programs, point to Accessories, point to System Tools, and then click System Restore. Or, in the Help and Support main screen, click Use System Restore under Fix a problem. Emachines, Celeron 600, 256 Mb RAM, 10 Gb HDD, ADSL.
