ME Freezes at completion of boot sequence, safe mode as well

I have a compac presarrio When I turn the comp on the boot sequence goes as far as placing all the icons on the desktop, the time is displayed and then the mouse and keyboard freezes up. If I attempt to boot using safe mode the result is exactly the same. I cant ctl/alt/del to restart. How can I attack this problem if I cant get into it. Hope you can help and thanks for your time

To add further to my woes I d/l a rescue disk set from an antivirus site. I attempted to use this on the computer, even though the bios has the floppy disk as the first boot device it ignores it and continues the normal bootup into ME. I used a win 98 bootdisk as well just to eliminate the #1 disk of the rescue disk set being corrupt.
