MCR or Hunt key?

Hi, it's been awhile on programming. I need to have calls ring to one phone extension & then after 4 rings, ring to another extension and if no one answers, go to a general vm box? MCR would ring all of the lines?

I have created a phantom that hunts to my first extension and then then from the phantom DCFW to my second extension. However I am running into the issue that it will never go to voice mail. I do not want their personal extensions impacted: below is phantom and extension one.can anyone assist?
