I thought that the TLAN and ELAN (talks to PBX) was used for. See below:

I am trying to figure why it has 2 TLAN addresses. I could understand if it had a daughterboard as on the MGC card.
The Tlan does not talk to the PBX only the Elan does. I don't know why it needs 2 but all I could figure is that it uses one for voice path and the other to communicate with the other equipment. Kind of like an AML link does.
