Maximum number of agents for Skillset

I have a couple of skill-sets configured in the BCM450 R1. I also have 18 agents configured. The bizarre thing is that only agents 1 thru 10 can log into any skill-set. 11 thru 18 cannot. I have all the agents (1 thru 18) assigned to the skill-set as well. Has anyone seen this?

Nevermind, customer was inaccurate with there response. There is no issue.
