what can be the longest distance for a single mics copper run that I can achieve and what category cable should i use?

I believe so, I'm not to sure how the expander are connected, but seeing they are Nortel product it may all be the same

question why can't I just take a long fiber run and terminate connectors on both ends plug 1 into the nortel fiber card and the other at the distant device. why do I need extender at all?

I'm not sure but in our business we like the plug and play, so if Nortel says that's the way to go, we take the tried and true, but if you have to run a fiber either way then run the fiber, connect it, if it does not work then you know you need the Expander. I tried to find some specs on google for this but no luck, there must be a reason to use them.
