MAX 4000 BRI port-to-port call routing

I have a couple of max 4000 boxes with BRIT cards in them. I bought them used and had to nindy them and put TAOS 7.0.28 on them. It does seem to have ISDN in the image because I can see my Host/Bri card in the vt100 session. I assume this hardware/TAOS setup should be enough to use ISDN BRI. Whenever I try to call from one port to another, the call just drops as if the max doesnt know where the destination should be. I am using a couple of cisco routers as the two devices for now because of their very good debugging outputs. I did configure each BRI port with a five digit extension in the "60-100 Line Config" menu. I would assume the max would automatically route a call between its own ports on the same card but I guess not.

Is there some sort of trick to make it work? I assume the problem is logical/config related rather than physical because the vt100 display shows my call from one port as an active call for a fraction for a second, before it disconnects. I assume the max just drops the call because it doesnt know where to route it to and just gives up?
