Master Page Problem

I will be amazed if anyone will be able to understand what I am about to try to explain... anyway here goes.

I am setting up a booklet with facing pages. On the Master Pages I have one called C - Cover and one called A - Fmt(inside). I want to have the Cover showing side by side in the Document Layout palette, however when I try to drag the cover masterpage beside page 1, it drops down and I can not get them to show side by side?

Any suggestions ? Or better yet does this note make sense?

It's doing that because one is the first page number and facing pages it will always be on right for odd numbers. To get it "fixed" try setting the section to something like "A" and start with cover C as page 1 in the start numbering. Then page one as however. You can start any number of section throughout a document. So I can "section start" page one, fourteen, ninety-six, etc.
Hope this makes sense.

You should also be able to drag a second Master Page to the right of "page 1" in the Document Layout pallete so you can see front and back cover together.
