Marquee tool malfunction in PS7 1

When I try to use either the rectangular od eliptical marquee tools, as soon as I left-click on the image a huge marquee appears. The rectangular one is usualy the whole image and the eliptical one is just a part eilpse cutting off the bottom RH cornrt of the image. I cannot re-size or change their aspect ratios. It looks as if they are fixed sizes.
The only other thing I've noticed is that there is a capital M at the RH end of the line when you right-click on the marquee tool in the tool bar. I can't remember seeing that there before.
I've reinstalled PS7 and applied the 7.01 update.
What am I missing?

And you might also want to try resetting the tools. EDIT > PRESET MANAGER select "Tools" from the dropdown and then click on the little circle with a triangle in it and RESET TOOL PRESETS.
