? mark appears on mouse over with UTF-8. Why?

Hello,

I've created a menu with Fireworks. It works great, but on mouse over it inserts a ? mark in front of every link. This is fixed when I change the character set from UTF-8 to iso-8859-1. However I need UTF-8. Does anybody know why this is happening? Is there a special character that's being changed to ? mark. It's plain English in the menu?

There must be some character that is added, but maybe it's reincarnation with different character sets is just white-space. Please provide the code or even better, an url of your page.

it's an internal page...and it's all with server side includes. Let me see if I can create a mock up.
