managing printers in NT domain

We have an NT4 domain and WinXP-pro clients. We HP Color Laser 4700DN printers with print queues on the NT4 server. We want only certain people to print in color while the rest will only print in B&W and these people should not be able to change any option that will enable them to print in color.

 
I would say this will depend on the printer driver. Some options for you - contact HP and ask how you can set this up.

If HP doesn't have an answer, create two printers, one using the color drivers, one using alternate COMPATIBLE drivers (for example, a printer driver for an HP Printer that speaks the same PCL language but does not offer color) and then create groups for each printer - "Color Printer Group" and "Black and White Printer Group" - assign those groups appropriate permissions to the printers and assign appropriate users to each group.
