Can the highest version of manager be used to program ANY lower version of IP Office?

Yes but I would avoid any DT systems with a new manager.
For DT always use the correct manager for the switch.

ACA - Implement IP Telephony

Latest Manager will talk back to at least 2.1, but don't risk anything below 3.2 systems in practice :)
