Manager 'backup config after load/send' is greyed out, how can I change that?

I am trying to set up manager to auto save the config after I load it, but under preferences/security tab, the options are greyed out.

How can I select them?

Load an actual live config, and the check boxes should be available

Bottom of the menu you copied for the screenshot was a Help button.

"This setting can only be changed when a configuration has been opened using a user name and password with Administrator rights or security administration rights."

Stuck in a never ending cycle of file copying.
