Does command make_recovery on HP-UX 11.00 create a complete bootable and recoverable tape for the complete OS? Does this tape contain the entire Volume Group 00?
 
100% Correct. With the make_recovery command you can create a fully bootable version of vg00 including the vg structures of all other volume groups. (stored under /etc/lvmconf ). A full version is created by adding the -A option like the example below :

make_recovery –A –d /dev/rmt/0m –t “Ignite tape xx/xx/xxxx”

Although it sounds like you are using an old version of Ignite, they have changed these to:
make_tape_recovery
make_net_recovery
I would really think of upgrading. Simply remove your old version using swremove and install a new one.
All your configuration stuff should be retained.
