Make a member 2003 server a time server?

I have a group of 8 Windows 2003 member servers on an NT domain, all of which need to have their time synchronized to one another and to an external source (our PBX). I have software to synchronize one of the servers to the PBX.

My question is, how can I set this server (what is the procedure) up as a time server so the other servers can get their time from this one? Running the software to sync to the PBX on all of these servers is not an option?
 
Try on the command prompt NET HELP TIME
