i want to make my report using crystal report like this :

HOW CAN I DO IT
 
Go to the section expert->details->format with multiple columns->layout tab->set the gap and width->down then across.

Copy the page header fields and place them in the page header above the columns on the right.

I am creating a report with two columns and a chart showing the data below the columns. Is there a way to say how many lines before it creates the second column. It pushes the chart to the next page.
 
So you are using the detail section and a group footer section? What fields do you have in the detail section?

A time field, two number fields and a calculated percent field.
 
The issue is that for "down then across", the page length delimits the columns. If you have a fairly standard number of values from group to group, one way of handling this is to insert a subreport with the "can grow" on the subreport object removed. You then resize the subreport to force the number of values per column. The potential limitation is that you could cut off values if you don't make the sub quite large enough.

If there are always a fixed number of results per report / group - could you not increase the page footer size and use that to force the down then across display to show in the way you would like?
