Maint/Test Circuit Pack in G650

When performing a test on a maintenance board in a G650, the test results display "EXTRA BD". There is currently a M/T board in both the A and B carriers on this port network. Is that unusual? What's the rule of thumb on how many M/T boards actually need to be installed in a multiple-port-network installation?
