Anyone one have any advice on setting up a policy for mailbox size. I am running exchange 55 sp4 and want to avoid future storage problems.

My first question is do you have approval from upper management, they are the biggest offenders. Anyway, You will need to decide on the a total mailbox size limit per person. I recommend 70 meg per box, Then I recommend setting up a warning message 10 meg before he or she reaches their limit. The final step is to prohibit send when they reach their limit, this will force the user to clean up his or her mailbox. hope this helps.

You will have to teach some of your users how to clean up their mail.
 
You may want to not set a "prohibit receive" limit. Usually the "prohibit send" is good enough. Management tends to get upset when mail cannot be delivered.

Just a thought. This made my life a lot easier, and users have to clean up if they want to send any messages.
 
In additon to setting up quotas, I would also recommend using Mailbox Manager. In 5.5 this is an additional service you must install.

Mailbox Manager is a process that will automatically delete mail items that meet a certain age limit. For example, you could set it up so that every item in the Delete Items folder older than 14 days is automatically deleted; every item in Sent Items older an 120 days is deleted; every item in Calendar older than 60 day is deleted.. .etc.

You can schedule this process to run once a week during the weekend.

Anyone have an ideal way to block attachments at the server?
or block emails by size?
 
If you are running standard Exch 5.5 remember there is a hard-coded 16Gb limit on the database.

To block emails by size go to Connections and select the required connector (e.g. Internet Mail Service for SMTP mail delivered via your ISP), go to Properties and on the General tab set a maximum message size.
This method performs an SMTP reject on the mail, if you have a dial-up connection this has the advantage that the mail is never downloaded to your server but is bounced at your ISP. You'll have to set up logging to see if mails are rejected though.
 
For the other part of your question (blocking attachments), consider a mail content scanner such as Mailsweeper.
