Mailbox is over its size limit

I have a user who gets a mailbox is over its size limit message every day, I have checked and the user is nowhere near his limit and I have also taken his limit off completly but still he gets the message.
I am running Exchange 5.5 SP2 with NT4 SP6a It's set to send users one message a day if they go over size. I was going to install SP4 to see if that fixed the problem but thought one of you may have an answer?

Is the Deleted Items folder emptying when he logs out (an Outlook setting)? This folder counts towards the size.
 
I've checked it at the top level and on the exchange server and it shouldn't matter as I have taken his limits off.
 
Silly question, but did you stop and start the exchange services after you made the changes?

Also, you should really be running with the most up to date Service pack, as this resolves a lot of other problems you might get.
 
Thanks chronos, It was not such a silly question after all. No I did not stop and start the services! I will try this and let you know.
