Mail moving from inbox to Personal Folder all by itself

We have an Outlook 2000 machine with a pop account setup along with an Exchange client. When we login we can see the exchange client's email but all of a sudden all the email in that inbox starts transferring over to the personal folder. I can't (quickly) find a setting for this or anything remotely close to what is happening. Anyone see this behavior before? What do I need to do? thanks

In Outlook, go to "Tools", "Services", and click the "Delivery" tab. Change the setting for "Deliver mail to the Following location".

Plus check to see that the rules are not set to filter mail and move to Personal Folders.
